IBTS exists to provide impartial evaluations, research and technical assistance to reduce the burden on federal, state and local government offices in the United States. IBTS can be leveraged to augment existing governmental resources in the following areas on an as-needed basis:

IBTS Organization
IBTS was created and is jointly governed by representatives appointed by the National Governors' Association (NGA), the Council of State Governments (CSG), the National Association of Counties (NACo), the National League of Cities (NLC), and the International City/County Management Association (ICMA). Contract and Grant Vehicles
Federal agencies can obtain IBTS's services with minimum paperwork using General Services Administration (GSA) schedules. State and local government can also obtain IBTS's information systems, services, and/or support through a cooperative agreement using GSA Schedule 70. As a public service organization, we are able to offer services to the government without going through a competitive procurement process.
