"IBTS responds to problems of a contractual nature quickly and effectively, and is proactive in identifying potential future problems and bringing them to the attention of the GTM and Program Director. IBTS also always responds with a proposed solution that is adopted in most instances, or is used as the basis for the adopted solution. The Contractor and the staff serve as the "eyes and ears" of the FHA Program, and are often seen by the field clients much more frequently than are HUD staff. The response of the Contractor and its staff to problems identified in the field, by the Contractor field staff, and by the clients, is swift and effective. More complex and problematic issues are always raised to the appropriate program staff person for conferral prior to resolution…if not for the proactive nature of the contract's management, the FHA Program would only be half as effective."
