SAA Monitoring


Monitoring the State Administrator Agencies for the U.S. Department of Housing and Urban Development (HUD)

IBTS performs the State Administrative Agencies' (SAA) monitoring task. Currently, 38 SAAs assist the Department in handling consumer complaints and identifying necessary corrective actions. These states handle about 7,000 complaints each year. The rest are handled directly by the manufacturers or retailers of the homes. The IPIA/SAA Monitoring Contractor assists HUD in issuing and accounting for the HUD certification labels that each manufacturer must apply to each home.

Brief Outline of Services Provided

  • Coordinates with states to assist in monitoring and enforcement
  • Assists HUD in distributing funds to SAAs
  • Coordinates with Design Approval Primary Inspection Agency (DAPIAs) and SAAs for in-plant findings
  • Coordinates with the DAPIA Monitoring Contractor and the SAA function
  • Assists HUD in performing SAA annual reviews and Cooperative Management Assessments (CMAs)
