Director, Economic Development and Disaster Recovery

Blake oversees IBTS’s Economic Development and Disaster Recovery (EDDR) group. He currently manages New York City’s “Build it Back” (BiB) program to develop elevation plans for hundreds of homes affected by Superstorm Sandy. He also currently oversees natural disaster recovery activities in Texas and Oklahoma, and is responsible for IBTS’s economic development programs, including direct grant projects. He oversaw IBTS’s disaster recovery tasks during Hurricane Ike recovery, and has also managed inspection services for the construction and renovation of military housing.

Blake has excelled in leadership roles throughout his thirty year career, acting as a management team member of over 10 startup businesses, including: regional apartment rehabilitation and development projects, start-up businesses in Beijing, China, and others developing corporate strategic growth and management plans. He has also led projects and teams at Fortune 500 manufacturers and has more than ten years of experience providing management to disaster recovery, housing construction, and renovation services.

Blake is a graduate of the United States Naval Academy with a Bachelor’s Degree in applied science. He has an MBA from the Virginia Technical Institute.
