Development Program Director
Brooke has more than 37 years of operational, management consulting, and capture and proposal experience across a range of IT, change management, and business development projects. She has supported multiple clients with economic analysis, strategic planning, and business process re-engineering projects and has demonstrated expertise in assisting clients with process and procedure development and methodology against industry best practices and standards.
As the IBTS Program Development Director, she creates and implements processes and tools to improve business development techniques. She is responsible for developing processes to determine return on investment for corporate capture and proposal resources; tracking financial resources assigned to business development (capture and proposal) to inform bid decisions; establishing a corporate pipeline to track future proposal investments, and overseeing capture and proposal processes to support corporate growth.
She started her career as a naval officer, with a subspecialty in IT and communications. After leaving the Navy, she spent 11 years at Booz Allen Hamilton supporting a range of Navy IT customers, including the Program Executive for IT, the Director of the Navy/Marine Corps Intranet, and the headquarters for both the Navy and Marine Corps IT departments.
Recognized for her strong capture and proposal skills, she was asked to join the team that developed and institutionalized Booz Allen’s business development processes. She led and contributed to the firm’s strategic capture and proposal efforts, those projects considered essential to corporate success.
After 16 years at Booz Allen, she left to become a capture and proposal consultant, working with both large and small firms to build their businesses. She was also a very popular instructor for capture, proposal management, and proposal writing classes, conducting public training for Deltek, as well as providing private classes for firms that included Booz Allen, Deloitte, Hewlitt-Packard, Forster, and others. Brooke first connected with IBTS through a training class, which led to further engagement.
She holds an MS from the Naval Postgraduate School and is a graduate of the Naval War College (Strategic Studies). She was also a Smithsonian Fellow, graduating from the Cooperstown Graduate Program (Museum Studies) and working at Colonial Williamsburg. She earned her undergraduate degree, a BA in American Studies, at the University of North Carolina at Chapel Hill.
