Director, Federal Services Programs
In her role as Director of Federal Services Programs, Ms. Christine Tsai is responsible for providing strategic guidance and thought leadership to create value to public sector clients and differentiate IBTS by offering innovative and effective services. In addition, she is responsible for identifying new business opportunities across the broader federal marketplace to expand IBTS’s national footprint. Ms. Tsai brings extensive experience in business development, engineering consulting, construction management, business operations, strategic planning, project management, and program management in the global markets. Her international experience includes managing programs and projects in Asia, Europe, South America, Africa, and Australia.
Ms. Tsai has a Master of Science in Management from Steven Institute of Technology and a Bachelor of Science in Electrical Engineering from Rensselaer Polytechnic Institute (RPI). She is a Project Management Institute Certified Project Management Professional (PMP). In her nearly 30-year career, Ms. Tsai served in various technical and managerial positions in a number of large, nationally and internationally ranked engineering and consulting firms. She managed and implemented mission-critical task orders for the Department of State, Bureau of Overseas Buildings Operations (OBO), NAVFAC, USACE, Department of Homeland Security, Veteran Affairs, and Department of Transportation.
Ms. Tsai is a proven leader, and is active in various professional industry organizations such as the Design-Build Institute of America (DBIA), American Council of Engineering Companies (ACEC), and the Society of American Military Engineers (SAME). For more than a decade, she has been actively serving SAME to strengthen the Military Engineering Enterprise and foster military and civilian engineering interaction. Ms. Tsai served as Post President for the Hampton Roads Virginia Post and received the SAME Regional Vice President’s Medal for her outstanding service to the Society.
