Development Manager, Local Government Solutions
Claire has more than two decades of local government management experience in Virginia as a former ICMA credentialed manager, serving as county administrator in Bath and Rockbridge counties, city manager in Covington, and assistant to county manager and first public affairs/legislative liaison in Henrico County. Her expertise includes business development, project management, policy development and implementation, and external resource collaboration, coordination, and administration. Claire is committed to making a positive difference in communities for the well-being of others and often shares her knowledge and expertise as a presenter at solution sessions and workshops.
Claire is a Virginia certified County Supervisor and has served in numerous leadership positions, including Chair, Bath County Board of Supervisors. She previously served on the National Association of Counties (NACo) Rural Action Caucus and Finance, Pensions, and Intergovernmental Affairs Steering Committee as Vice Chair and chaired NACo’s Fiscal Policy and Pensions Subcommittee. She currently serves as vice chair of the Virginia Association of Counties Finance Steering Committee. She is also a member of the Boards of Directors of the Shenandoah Valley Partnership, which she co-founded, Total Action for Progress, and Bath County Airport Authority. Claire holds an MA in Public Administration from Virginia Commonwealth University.
