Director, Local Government Solutions
Matt Horn is the Director of Local Government Solutions for IBTS. Matt supports the pursuit and capture of new business opportunities, cultivates client relationships, and pursues product and program innovations. As Director, he oversees teams in Kansas City, Missouri, Louisiana, and Oklahoma and works closely with the development and marketing team to make IBTS a nationally recognized leader in the industry.
Prior to joining IBTS, Matt served as the City Manager for Geneva, New York; a full-service municipality in upstate New York’s Finger Lakes Wine Region. Matt provided operational oversight to nine City departments in all areas of operations, including administration, community development, public works, and public safety. During his tenure in Geneva, Matt supported the dynamic redevelopment of Geneva’s historic downtown district, including nearly $60 million in committed investment. He also supported an administrative and financial overhaul, resulting in improved bond ratings, and dramatically reduced operational costs.
Matt has also served as Director of Operations for the largest public-private partnership for municipal operations in U.S. history, with operations management firm CH2M at Sandy Springs, Georgia; and supported multiple new City launches in the metro-Atlanta region. He has served in a number of management positions in cities throughout the southeastern U.S.
Matt is a Credentialed Manager with the International City-County Managers Association, and was named to the list of Top 100 Local Government Influencers by Engaging Local Government Leaders in 2016 and 2017.
