Louisiana IBTS obtains Davis Bacon Labor Compliance Officers status for the Drinking Water Revolving Loan Fund

Staff in the Louisiana Branch Office of IBTS have obtained the status of Labor Compliance Officer as defined by the Louisiana Department of Health and Hospitals for the Drinking Water Revolving Loan Fund.  IBTS will serve as the Labor Compliance Officer on select water system projects and will be responsible for all the Davis Bacon Act (DBA) administrative tasks.  The DBA, enacted by the United States Congress, covers contracts that are federally funded.  Davis-Bacon requires that workers receive no less than the prevailing wages being paid for similar work in a given location.

IBTS staff will be responsible for documenting and ensuring that all construction contractors and their subcontractors follow EPA’s Davis-Bacon and Related Acts (DBRA) requirements.  This includes but is not limited to obtaining proper Wage Determinations from the US Department of Labor, Verification of Wage Decisions and Contractor Eligibility, Conducting Confidential Employee Wage Rate Interviews, Verification and Review of Contractor and Subcontractor Weekly Certified Payrolls and Statements of Compliance, Verification of Approved Apprenticeship/Trainee Programs and Verification of Fringe Benefits.
