Louisiana IBTS Wins Contract for Town of Saint Joseph Building Department Services

March 02, 2009 – Saint Joseph, Louisiana: The Town of Saint Joseph, Louisiana has awarded an agreement to Louisiana IBTS to provide full building code department services, including:

  • Building Code Department implementation and operation
  • Ordinance writing assistance
  • Permit approvals
  • Residential and commercial plan reviews
  • Residential and commercial building inspections
  • Certificate of Occupancy approvals
  • Building Department software implementation
  • Building Department computer upgrades
  • Providing public outreach education workshops
  • Grant writing assistance

The Town of Saint Joseph is looking to IBTS to develop, implement and operate its Building Code Department. IBTS has also agreed to function as the parish Building Official in order to provide for technical and administrative assistance with the new Uniform Construction Codes. This agreement will enable IBTS to serve the parish citizens in a cost-efficient way, as they will also be a part of the North Louisiana Building Department (NLBD) which is operated by IBTS. The Town of Saint Joseph will share resources with other surrounding parishes such as Madison, Tensas, Caldwell and the Town of Tallulah and numerous other jurisdictions that are also members of the NLBD.

To assist with the Building Code Department workflow process, IBTS has chosen Praeses LLC of Shreveport, LA to provide Jurisdiction Online – Building Code Enforcement (JO-BCE) software for efficient tracking of all the required departmental documentation. JO-BCE is state-of-the-art software that is being used within the NLBD to track all activities. The software is Web-based, enabling secure access to registered users of the building department’s system from anywhere in the world that has Web access.

IBTS has appointed Mr. Larry Walters, C.B.O., Northeast Louisiana Task Manager, located in Winnsboro, LA to function as the Building Official for all of the town’s plan reviews and inspections. Mr. Greg Blount, the Louisiana Branch Manger will be responsible for policy, client satisfaction and overall management of the contract.
