Our founders established our nonprofit professional services structure as the approach for public service. It is inherent to IBTS’ mission to serve and create safer, stronger, more resilient, and thriving communities.

Diversity, Equity, and Inclusion at IBTS

Our nonprofit mission to create thriving communities is not possible without our commitment to equity, diversity, and inclusion in our work and our workforce.


Equity, Diversion, and Inclusion. These are more than just buzzwords for IBTS. They are critical concepts to our work assisting governments of all levels in serving their communities, keeping them safe, and helping them thrive. They are the life experiences of our staff, from our founders to our newest hires. They guide our approach, which is enriched by the variety of our perspectives, ideas, and expertise.

Our Commitment to Equity, Diversity, and Inclusion in Action:


In 2020, IBTS received a grant from The Kresge Foundation about how city governments address equity in their climate resilience planning efforts. Knowing that historically vulnerable communities are at much higher risk of adverse outcomes from extreme weather and changing climate conditions compared with other populations, we sought to better understand how cities were addressing these inequities, where they were experiencing successes and challenges, and what resources they needed.

Our History


IBTS has 50 years of service as a trusted partner and professional service entity. Starting in the early 1970s, IBTS was part of the National Conference of States on Building Codes and Standards (NCSBCS) and operated under cooperative agreements with the Council of State Governments (CSG) and the National Governors Association (NGA) to provide technical services, education, and training to enhance the public’s social and economic wellbeing through safe, durable, affordable, accessible, and efficient buildings.


We first became a 501(c)3 nonprofit organization in the late 1990s with a mission to assist U.S. jurisdictions with building regulatory and administrative services. Since then, we have grown in both size and scope into the national, professional services organization we are today.
