Our History
For more than a decade, IBTS has partnered with communities, governments, utilities, and development organizations across Puerto Rico, the U.S. Virgin Islands, and the broader Caribbean to advance resilience, strengthen local capacity, and support sustainable growth. Our work has included resilience and recovery initiatives, energy programs, workforce development, building and infrastructure services, municipal support, and technical assistance for federally funded and international development programs.

Keep Safe Puerto Rico: Construction Codes & Resilient Homebuilding Training
IBTS and PRDOH, with DOE support, delivered bilingual training on resilient housing to PRDOH staff and CDBG-DR contractors in Puerto Rico. The program covered building codes, resilient construction, passive habitability, and energy efficiency, and resulted in an average 35% knowledge gain. IBTS also provided follow-up technical resources, including failure analyses, installation photo libraries, and updated QA checklists.
Market Diagnostic Assessment for Caribbean Climate Resilient Housing and Buildings
IBTS led a first-of-its-kind, four-month market diagnostic for IFC’s Resilience Building Program across Dominica, Jamaica, and the Dominican Republic. The team assessed resilience programs, building practices, code enforcement, and financing gaps through research, stakeholder interviews, focus groups, and site visits. IBTS delivered a final report with prioritized recommendations to help IFC target scalable resilience-financing measures where enforcement and market support were weakest.
