Our History


For more than a decade, IBTS has partnered with communities, governments, utilities, and development organizations across Puerto Rico, the U.S. Virgin Islands, and the broader Caribbean to advance resilience, strengthen local capacity, and support sustainable growth. Our work has included resilience and recovery initiatives, energy programs, workforce development, building and infrastructure services, municipal support, and technical assistance for federally funded and international development programs.


Over the years, IBTS has expanded its presence throughout the region, supporting public-sector, energy, housing, and community development efforts through planning, compliance, inspections, training, program management, and stakeholder engagement.
