IBTS is a full-service construction management provider offering custom-designed, specialized services to meet the needs of the communities we serve, without unnecessary costs and waste.
Government funding comes with many regulations and requirements that can be overwhelming for both large and small government agencies at all levels. IBTS can provide construction management and oversight scaled to meet the needs of the community. We offer a wide range of construction management services and assistance to local, state, and federal entities eligible for government grants, such as Community Development Block Grant (CDBG) funding and grants made available through presidentially-declared federal disasters.
IBTS collaborates with community leaders to provide services using complete and efficient methods. We ensure community needs are met while providing the critical roofing, plumbing, electrical, and heating repairs or system replacements to alleviate life, health, or safety hazards. Unlike most organizations providing these services, IBTS is a 501(c)(3) Nonprofit organization able to offer services at fair market value without fear of backlash from stockholders or a business owner.
IBTS often provides these services after a natural disaster, when there is an influx of demand that many local government agencies lack the experience to manage. IBTS steps in to provide assessments of damage and scope of work to allow for the repair and replacement of those critical components. Our services directly impact and strengthen communities by providing services necessary to enable the progress of rebuilding homes and infrastructure after a disaster.
We also offer unique remote damage assessment and inspection services, which gives all stakeholders the ability to share information in near real-time. Construction Managers can be sitting in his or her office and receive inspection photos and comments as they are being taken in the field, allowing for faster results and greater collaboration between inspectors, estimators, quality managers, architects or engineers, and all stakeholders involved.

Our Work in Action
After Hurricane Ike destroyed or damaged much of the housing stock of Harris County, Texas, in 2008, the County was a subgrantee to the Texas Department of Housing and Community Affairs (TDHCA), the grantee from HUD. IBTS was brought on to provide construction management, among other disaster recovery management services. After our construction management project ended, IBTS stayed on to further assist the community by performing a third-party validation of completed repairs to several homes to assist Harris County with the successful closeout of the project.
