Matthew Vaughn-Zyjewski, MPA

Senior Program Director​, Municipal Solutions

As Senior Program Director for IBTS’ Municipal Solutions service area, Matt oversees IBTS’ municipal partnerships across Louisiana, including service to the Cities of Central and St. George. Through the nonprofit public partnership (NP3) model, he helps municipalities optimize operations across departments, strengthen organizational capacity, and improve service delivery by aligning people, processes, and technology. Matt brings extensive experience coordinating public works functions, with a focus on cross-functional efficiency and responsive local government performance. He holds a Master of Public Administration from Louisiana State University and is committed to building modern, effective municipal systems that enhance the quality of life for residents.
