Shyam has over 30 years of experience overseeing the delivery of quality services to federal, state, and local governments. A civil engineer with an MBA, Shyam started his career in code compliance, quality assurance, regulatory compliance, and performance monitoring on national housing programs. As COO/CFO at IBTS, Shyam has been responsible for the organization’s successful startup in 2002, its steady growth, and for its entrepreneurial solutions.

Under his leadership, IBTS has grown to $50 million in annual revenues, increased staff from 28 to 280 in 2016, and expanded to provide services in 10 regional offices. IBTS has developed as a respected and preferred nonprofit service provider to communities and government agencies nationwide. Shyam’s strategy has been to expand IBTS capabilities to meet all needs of a local community in serving its citizens and managing built environment, engineering, and compliance issues. The diversity and focus on client satisfaction and staff training and development has guided IBTS’s long track record of success in all new government programs undertaken.

IBTS has adopted many innovative ways to serve small- and mid-size communities, including application of technology and quality assurance programs to improve services and reduce cost. Shyam has started a number of new service divisions at IBTS, including: Disaster Recovery and Economic Development, Energy & Sustainability, and Local Governments Services.

Shyam is also CEO of three wholly-owned subsidiaries of IBTS that manage facilities and provide a menu of services to cities, including: public works, utilities, engineering/planning, code enforcement, sanitation, financial, administrative, technology, revenue collection, website, facility and fleet management and resolution of citizen issues.

Shyam is responsible for all corporate operations, strategic planning, human capital, financial and asset management, and research and development to develop innovative ways to meet the emerging needs of communities and local/state governments. He expertly identifies and manages organizational and program risks both internally and for government clients.
